To get started with the first quest to get to South Hoof, you need to be a Star Rider and reached level 7. You need to have met James in Fort Pinta before you'll get a text message from him where he asks for help.
Before you are sent to South Hoof you're going to need to find the parts to build your own boat. Don't worry, a friendly girl named Elin will help you out!
