As you are questing, you will encounter NPC's with a heart symbol above their head. This means that you will need to increase your reputation with that specific person/faction to unlock these quests. Continue doing daily quests and you will soon have access to new quests!
Some NPC's will have a heart icon above their head, so that you know that you have to get a better reputation.
